You're obviously cruising so weight isn't a factor I presume? What about putting a stern rail on like many of the larger boats have, and modifying the type of bike rack that fits into a vehicle trailer hitch? It could then be welded/bolted/attached to the stern rail?
The bike racks I'm speaking of are constructed out of metal square tubing and are like a backwards "Z" shape. The bikes rest on their crossbars on the top rail of the rack and are secured with a plate that goes over the crossbars and this attaches back to the rail on which the bikes are sitting.
