A request for a
ruling on whether any specific alteration or modification is
permitted must be made in writing to the CSCA VP-Specifications. A
decision will be made by the VP Specifications, in consultation with
others if necessary, and the ruling will be made in writing to the
owner requesting same. The request and ruling will then be posted
in a separate section of the website as an interim ruling within 2
weeks of being made. Any modification which is the subject of a
prior ruling will not be posted again and the reply will make
reference to the earlier ruling. The interim ruling will be valid
until the end of the year or the next CSCA AGM and then if confirmed
at the AGM be republished as a "Interpretation" under Appendix IV of
the Class Rules and be binding in the future.
This provision
will not apply to matters which are either clearly within or outside
the class rules. Any owner who does not agree with any ruling shall
raise the issue with the VP-Specifications at least 30 days before
the AGM of CSCA and the issue will be addressed at the AGM. Any
ruling which is not an "Interpretation" will be subject to the
requirements of ISCA for amending the Class Rules
If the ruling is not upheld at the
CSCA AGM the modification shall be put back before the boat races
again.
